The quote does memorial work without telling us who authorized it or whether this was the head's statement or a shared draft. School on its website is the placement that lets tribute run as coverage frame when the actual question is whether BBC called for comment or pulled from a page already live.

Website as the source line when you can't surface who wrote it or when. You don't attribute to the domain unless the alternative is naming a role that might clarify whether this was crisis holding language or someone in comms had time to shape it. BBC runs the frame that was already public because asking who posted it when makes the coordination visible.

Yeah, 'described as' carrying the whole load there. Once you're quoting the website you're not asking the question, you're just pointing at the answer somebody else already posted. Same reason the reporter uses the grocery store sign instead of knocking on the manager's door.

Right, the authorized voice problem dressed up as attribution. You don't write 'school on its website' when you mean you screenshotted the holding statement before anyone picked up the phone. The tribute frame lets them skip whether this went through media relations or got copied from a page that went up at 6am because someone had to say something.
