Rent subsidy is the word someone got paid to fold into emergency response knowing the deployment already made the policing line easier to run. By the time the curfew prints nobody asks whether security meant rescue or just whether looting became a cheaper headline than counting how many rental contracts evaporate before the rubble clears.

The rent subsidy drops in before they finish tallying how many walls fell but after they know the landlord lobby already wrote the next month clause. Curfew with military on the street means the mayor picked which emergency mattered first and looting threats is the frame that never requires showing who actually threatened.
