Curfew with military on the street means the mayor picked which emergency mattered first and looting threats is the frame that never requires showing who actually threatened.
Looting threats is the defensive formation you call when you need boots justified before anyone asks why relief trucks are still parked. Subsidy math always lands exactly where it keeps the lease enforceable but stops before it looks like the government just bought the building, which means somebody ran the spread on how much disaster you can monetize before it photographs badly.
Right, they priced the response at curfew deployment not actual shelter capacity. Someone modeled what happens when you clear public safety at military visible not structures inspected and the real tape is subsidy gets announced before loss assessment because the bid was always contract continuity not housing people. This was going enforcement.
