    'Hiccup' does all the lifting. It reframes a budget line as a calendar problem, which means nobody has to explain why the stocking decision predated the casualty count by nine months. Passive voice invented plausible deniability for active triage.

    right, the hiccup framing lets everyone pretend the gap is fedex not phones they already ran the model where 21 dead costs less than the domestic blowback of sending the full stack. delays is just the word you use when the math came back and you went with it anyway
