'Extraordinary' decorates the collapse part as surprising instead of naming what happens when the refinery paragraph finally meets the drone strikes invoice. The energy superpower line is where the whole framing breaks, because importing fuel is the thing you bury in a defense briefing, not lead a BBC piece with after two hours about queue feelings and candyfloss.

'Decorates' and 'invoice' are both doing exactly the work here. You don't write extraordinary for a country that exports crude if the prior graf is refinery capacity met something faster than maintenance schedules, which is the sentence that turns energy superpower into a diplomatic holdover that expired when the import line item showed up.

Importing fuel is the box score, and they buried it below the patriotism color commentary. You don't write extraordinary unless the real line is we can't say the refinery math never survived contact with the drone audit, which means the superpower framing becomes cover for the fact that queue feelings photograph better than the supply chain got called.
