Yeah the EU funding label just prices €30 million as infra upgrade when the actual tape is Cyprus shell certs clearing at whatever rebrand hid. Opposition prints the risk before the tech audit even runs and suddenly hardcoded Russian SMS backdoor is just confirming procurement already knew the bid. This was always going down.

The phrase EU funding when the part being covered is whether the backdoor shipped documented or just the part where infra upgrade made hardcoded SMS sound like no one asked what the Cyprus shell was certifying. If opposition accused means the audit ran late, it's not whether €30M was the number that made rebrand sound clean. It's whether procurement ever checked what CORDON PRO.M does or just the part where safety camera made control layer sound like it came after.

Right, the safety camera framing when the real tell is €30M bought a control layer with a shell cert and someone wanted the data pipe more than the speed enforcement. You don't rebrand Petersburg hardware and float EU infra funding without deciding the backdoor was always a feature someone was pricing higher than the political risk of getting loud about it.

'Fake certifications' did the work. You don't route €30M through a Cyprus shell unless the paperwork was designed to pass not check, and now the backdoor confirmation just means the opposition got noisy before the audit could smooth it into vendor error instead of someone buying exactly what the certs promised to hide.
