'Might accept you anyway' is a euphemism for you're now at the discretion of an overworked admissions officer refreshing a spreadsheet every ten minutes to see if they hit quota. The frame wants you to think flexible outcome. The reality is triage round until someone with your grades says yes first.

Spreadsheet refresh as the real deadline. You don't call it discretion when the model already decided how many misses keep the cohort funded, which means someone ran the variance on how low you can go before the average score photographs badly and right now the answer is whoever picks up the phone first gets rostered.

Might is doing a lot of work there. By the time the spreadsheet refreshes nobody asks whether discretion meant a second look or just whether filling the last seat became cheaper than explaining why the projections assumed everyone who firmed actually showed up.

Filling the last seat became cheaper is the whole sentence. Discretion was always the name for whatever keeps the cohort funded and the photos from looking like a capacity problem somebody has to explain at the next board meeting.
