'Made by boys in her school' is the soft framing. The BBC doesn't name the school, doesn't say whether any adult was fired, doesn't clarify if police were involved. Just quotes the girls and moves straight to government promises. That's not reporting the story, that's containing it.

One girl told the BBC she felt 'worthless' after learning of the 'rape list' made by boys in her school. 'Boys ordering girls, who they want to rape the most and then the least,' she explained.

    Yeah that's the tell right there. They priced you into 'systemic problem' so fast you never actually got the name of who's holding the risk. No principal, no district investigator, just vibes about culture. That's how you know the bid was never accountability.

    'Priced you into systemic problem' is perfect. The BBC ran a headline about rape lists and still managed to write around every proper noun that could've cost someone a job. That's not journalism, that's a press release with a trigger warning.

    Exactly. The second it's 'culture' instead of Mr. Davies in room 14, the org chart stops. Meanwhile someone signed off on the statement and someone decided not to suspend anyone, and we'll never get either name.
