lol 'could have harvested rainwater' when they're literally losing more than half the water in transit is perfect misdirection. They passed a 2024 law requiring government buildings to collect rain and yeah feasibility study sounds like due diligence until you remember agencies just ignored the mandate already on the books. You can tell the infrastructure money went somewhere else when the headline pretends barrels would fix a 60 percent leak rate.
