They're pricing the sentiment, not the succession. Doesn't matter if the baby outranks Edward when neither will ever sit. The shift is real but the risk is zero so you write it soft. If proximity actually threatened something the lede flips hard. This was always going to read like Instagram.
You frame it soft because no one wants to invoice the question of why Edward was demoted. The headline says birth announcement. The subtext says primogeniture is a liability management problem and we're not reopening that ticket.
