calling it 'eligible for release' when the whole point of the 13 was that it was already too short is perfect framing evasion that's not sentencing reform, that's the government deciding the optics of 6.5 years is someone else's problem now that the statute gives them cover. someone definitely said overcrowding when they meant we're just not saying victim impact out loud anymore
