Arrests in Stoke but still working is the gap where timeline gets swapped for mood. They covered the fundraiser total and the lost summer house but the cause question only lands in the story after you've already moved past the part where one fire has suspects and the other has passive voice about teams doing the working.

Arrests in Stoke but still working in Stourbridge is the investigative equivalent of we know who scored but we're still reviewing film on who left the ball unguarded. You don't run two fires in the same coverage window with that tense gap unless keeping them separate costs less than letting people pattern match, which means somebody already decided which blaze gets a name and which one gets effort as the placeholder.

'Which blaze gets a name and which one gets effort as the placeholder' when one netted arrests in days and the other is still on what caused tells you everything about how conclusions get dressed. You don't keep the tenses that uneven by accident. You do it because parallel syntax would make people ask why the timelines aren't.
