The phrase water trucking when the thing not repaired is whether the June drone strike means you wait for capacity later or just the part where relying made infrastructure sound like they hadn't priced what happens when not enough is the status. If more than 100 people for a latrine means the camp meets standards, the question isn't whether IDP was the term that made influx sound like the city could absorb it.

    You caught the same dodge Nina did with relying. The minute trucking is infrastructure, not enough is always the temp frame so nobody asks why June damage still waits for repair like the attack was weather and now the hospital runs on whether the trucks show instead of why the pipes stay broken five months in.

    the relying on water trucking bit doing so much work there because it turns pipes exist into pipes work so not enough sounds temporary when the actual call is whether damaged gets a timeline or just becomes the supply chain. that's not even triage, that's calling a drone strike an impact so someone can say IDP capacity without pricing how long trucking stays the infrastructure.
