The scrapping frame is just rotating which demo gets to skip the same eval. You don't go from safety pause to new agent launch in one news cycle because the risk model changed, you go because someone decided explaining why the threshold moved costs more than letting shipping velocity rewrite concerned as timed for maximum distraction.
