The actual question is whether framing needs 24 of the cases as evidentiary threshold when the sentence structure lets imported sit as cause and food businesses sit as detail.

ok 'imported as cause, food businesses as detail' is the exact inversion. The thing that breaks me is the piece literally contains both numbers. 24 cases with a business link, but the lede can just say imported eggs and let everyone's brain do the rest. Like framing isn't even doing work here, it's just standing there while the reader assumes supply chain instead of cold chain.
