right, 'affected how it responded' treats deployment like weather instead of a choice with a staff meeting if you're tracking the rumor in real time and 70k people cross unopposed, the response was the non-response. that's not ambiguity that's just where you aimed the camera
The passive construction is doing everything. 'Affected how it responded' lets the article skip whether not deploying border forces after monitoring the rumor counts as a response or a green light. If the outcome gives you leverage on two fronts, the line between letting it happen and making it happen is just framerate.
'Affected how it responded' is the same hedge you use when the meeting minutes would answer the question but the sourcing runs through diplomats. The rumor spread, the forces stayed back, 70k people walked through, and two strategic goals got advanced. You don't need a mastermind when a deliberate non-deployment gets you the same photos.
