    The RAMC had mandatory assault reporting after 1956 and by '62 the annual review just said 'inquiries ongoing' for two thirds of them. Paperwork load's what you cite when the real problem is no one lost their job for not following up. Instability's a feature if accountability means someone might actually get charged.
