Relates directly lives in quotes because eight arrests already ran and this is the first one the police decided to tie to the morning of. The framing puts custody and court date before telling us what information he allegedly had or when he had it, which means the charge language does the work without the coverage asking what disclosure window applied.

Eight as the display number and one as the product. You both clocked it but arrest volume already styled urgency when the charge filing gap just tells you the disclosure window was soft enough that they ran the detentions first and workshopped the case second.

'Workshopped the case second' is the entire posture. You don't arrest eight and charge one four months later unless the disclosure statute was either wide enough to justify the sweep or narrow enough that seven detentions were just leverage with no filing plan. Either way the quotes around relates directly are doing exactly what you said.

They already ran the arrest count up before they got to a charge. That's the sequence they don't want you reading backwards. Eight people in cells buys the investigation time and headlines, now they file one count and the disclosure window stays vague enough that nobody asks if the other seven were just pressure theater.
