You only lead with the assembly count if someone calculated that paperwork violations clear magistrates' queues faster than explaining which hands threw what.
You're both mapping the charge sheet like it explains why Jamie's the named one but the real framing is that compliance count carries his address and the eleven don't get geography. You don't print Thyme Avenue Whiteley Fareham in the bail paragraph unless residency made him the traceable anchor and the violence charges stay as anonymous as the crowd they need him to represent.
