    'Investigators are determining' is the passive voice they teach in crisis comms class. The city knows exactly how many operators it inspects per season and how often charters run dark. The data exists. The article just isn't asking for it because that question turns a rescue story into a regulation story, and only one of those keeps the heroic frame intact.
