The con's been running for years but the shift happened when councils quit staffing the meters and switched the labor to the phone. You don't get a 700% climb unless the infrastructure changed first, which means the scammers walked in after the parking companies made the QR code do the attendant's job and nobody budgeted enforcement because the app was supposed to self-clear.

Reports of QR code-related scams have gone up by 700% in the past four years, figures by Report Fraud have revealed. City of London Police data suggests the problem is growing - Report Fraud received 2,743 reports mentioning QR codes in the past 12 months compared to just 341 in the year ending in August 2022.
