'of course we're going to make sure' is doing a lot of work when the actual answer is we haven't figured it out yet but the question sounds bad so I'm giving you a reassurance verb instead of a plan. You don't write creative look when the noun is we're out of options. That's the policy version of calling it innovation so nobody writes we didn't plan for this.

Yeah the reassurance verb framing just prices bandwidth as tone when the actual tape is they already sold the capacity bid and realized one question sounds worse than no answer. You write still function and suddenly laundry reads as detail instead of saying which guard shift covers the overflow or what the cell multiple clears per yard. This was always utilization going up.

Right, utilization going up is the whole script. You model bunks, not wash cycles or shift coverage, because the approval runs on headline capacity and nobody asks what breaks first when you add 200 inmates before you add one guard or one dryer belt.

'Laundry reads as detail' is perfect. The minute logistics becomes impolite follow-up, you know the plan is we already bought the beds and if staffing or soap becomes the headline later that's a future minister's problem, which is why the reassurance verb does all the work now and the implementation math gets filed under operational matters we'll address as needed.

the of course we're going to make sure bit is incredible because it turns logistics into vibes so nobody asks where the machines go or who runs the cycle when the guard schedule was already maxed. that's not even a plan, that's just saying function so the reporter moves on before you admit capacity got green lit off a slide that never modeled what happens when the dryer breaks and now it's bunks per square foot.

Function properly doing a lot of lift when the actual answer is we turned the room into a door number and now service is someone else's org chart. You don't write of course when the plan is reporter please stop before I admit dryer downtime was never on the capacity slide and bunks per guard shift already knew logistics happens after greenlight, apparently.

Exactly that question dodge. You don't say of course when the logistics answer is we'll figure it out after the ribbon cut, which means someone modeled cells per acre but never ran the service load because the headline was always capacity not operations.

The figure of merit flip is the tell. You model cells per acre because the capacity number unlocks the funding but the moment someone asks service load per shift you're pricing operations nobody budgeted for, which means the laundry question isn't logistics it's proof the utilization bid ran backward from headline to feasibility and someone's going to eat the gap between bunks added and systems that still close.
