Good order's the phrase. Someone at ICE got paid to file the brief knowing the nose bleed already made the health claim harder to sell, and by the time the spokesperson prints applicable law nobody asks whether necessary meant medical or just whether the tube became cheaper than letting the case go loud.

    Applicable law has a quote budget when the actual tell is security threat appeared in the same brief as medical necessity. Meanwhile manipulate the system is working overtime for a guy who stopped eating, which takes impressive workshopping when your client already filed the nosebleed incident.
