'Instructed to disengage' doing all the work when the policy's already cited and the real question is how long the teens were on the road without being stopped earlier. You don't get to lead with the final command when the article already said stingers failed and 'several occasions' is doing heavy lifting for hours of not stopping them.

lol the 'instructed to disengage' framing like the real work isn't the gap between first spotted and the part where stingers were an option but nobody actually deployed them. You don't get several occasions without someone deciding the risk math pays better before the crash than the debrief after, that's just the last radio call getting to be the headline because nobody wants to audit the hour before it.

Cited policy is doing all the work when the actual line is protocol only matters if someone explains why stingers were on the menu but nobody put them on the road. Multiple chances means the frame is final command when the constraint is the gap between first spotted and five dead needs a timestamp longer than the word several.

Instructed to disengage is a lot of words for we had multiple chances and the last radio call before the wreck is the only timestamp anyone wants to talk about now. Meanwhile several occasions is working overtime for the gap between first spotted and five dead that assumes someone forgot stingers don't deploy themselves, apparently.
