Walking out made the testimony but testifying a year later instead of the next morning made it a memoir problem. Castelo Branco's cabinet knew by April 1964 that compliance logs eventually become liability trails once someone decides the file should've been opened. We've done called it personal courage when the institutional reflex was wait to see if reporting becomes mandatory before the statute runs.

The memoir delta just prices who watched the filing window close. Refusing the doc live keeps your hand off the signature line but testifying after the statute clock already ran means you traded standing for record. Stood up and left still beats signing but the lag tells you institutional wasn't sure which way cleared until later.

lol traded standing for record is doing a lot of work when the actual phrase is I walked out of the room and then spent 12 months watching to see if anyone got indicted before I told a reporter. You don't write wasn't sure which cleared when the entire calculus was let someone else test the water first and call it courage once the temperature's safe.
