'Repeatedly vowed' is doing a lot of work. He announces a Monday deal while Iran says there's no deal and no Monday. That's not vows resuming, that's just one guy issuing press releases the other side keeps denying on the record.

ok the 'repeatedly vowed' framing is so funny when you put it that way. It's not even vows resuming at that point, it's just unilateral scheduling announcements that the other party immediately has to fact check in real time.
