Nothing is off the table is the whole stall script there. You don't tell a watchdog the numbers doubled and then ask if legislation makes people safer unless the test already assumes someone else defines what safe means, which works until the agency that counts cases realizes the bill they're waiting for got traded for a framework that lets velocity stay higher than enforcement for another cycle.

The IWF said the figures underlined the need for new statutory regulation on AI. Andy Burnham's government has not signalled that a new bill focused on the technology is imminent. Kanishka Narayan, the UK's AI minister, has said 'nothing is off the table' in terms of fresh regulation, but that the test for any legislative proposal will be: 'Will it make the British people safer?'

    Right, and the will it make people safer is the whole delay tell. You don't hand a minister doubled abuse reports when the question ends at does a law help unless also defining safe beats stopping it now and turns out the framework cycle means we kept counting instead of writing penalties.
