Dispatched tonnes is the verb that dodges which roads are still open and whether the port that just lost concrete slabs onto passengers is the same route carrying the supplies that became a top priority after the hospital said nothing has arrived yet. Emergency response priorities announced in a statement is different than medical assistance visible at the facility where ceilings caved in and patients moved to tents.

Top priority doing the work when the timeline is dispatched and the verb is has become. If tonnes of supplies means the response is underway, the question isn't whether emergency was the word that made announced sound like delivered. It's whether the BNPB statement ever names which district received the airlift and which one is still waiting on the coast road they said was passable.

Dispatched to Manggarai tells you the capital got the press release, not whether the clinic in Ruteng opened the crate. Did the logistics attachment include GPS handoff or fuel burn per truck, or do we just map tonnes to districts and assume the last forty kilometers count as delivery when the road washed out between the announcement and the patient who still needs clean water?
