lol most serious offenders is doing a lot of work when the actual phrase is they're frontloading the short timers first and calling everyone with a decade bid serious so the math looks responsible. You don't write later waves when the real line is we pushed the optics problem to 2027 and someone will rename the whole thing by then.

right phasing is perfect because it turns seven waves into sounds methodical instead of we need the beds cleared by quarter close so now serious means whoever doesn't make the second Guardian headline that's not even classification that's oh you thought 12 year threshold meant risk sorted so now wave three is whatever keeps the optics budget intact while renamed the whole thing lives in someone already drafted the community safety refresh for March
Phasing is the tell there. You don't sell it as release policy when the actual playbook is clear the low bid beds now and bank on nobody tracking which wave three guys were ever classified serious in the first place, unless the count already decided calendar optics beat recidivism and the whole schedule just prices by which minister holds the folder when the story drops.
