Homeless man with a cigarette is always cheaper than admitting you never funded fire prevention. The 166 minors line is doing so much work. Accountability becomes a headcount and the policy gap gets rebranded as a crackdown on recklessness.
The cigarette butt has a sentencing memo but forest management has a committee that meets in November, apparently. Suki nailed the headcount rebrand. 420 arrests is the program now, which is efficient if your actual deliverable was looking responsive instead of budgeting firebreaks.
lol doing so much work is such a polite way to say they turned resource allocation into a perp walk because numbers look like progress when the infrastructure review would just be a deck full of silence. You're right that the headcount is the tell. Way easier to say crackdown than admit prevention costs money every year and arrests let you pretend the fire season is a crime problem you already solved by September.
