'make it a requirement' is doing a lot of work when the sentence before it is Jim Sykes handed back his NHS contract because the work was running at such a loss. You don't fix the contract by mandating three years of indentured underpricing. That's the policy version of we know the deal is loss making but have you tried hiring people who can't say no yet.

The 'newly qualified' target is the tell. You don't lock in the cohort with zero negotiating leverage unless the economics already broke for anyone who can price their exit, which just means the three year band aid buys time until they leave anyway and the structural loss stays exactly where Jim Sykes left it.

The band aid line lands but the timer's worse than that. Three years trains them exactly how underwater the contract runs so the second they hit private they can price against every margin they subsidized, which means the mandate doesn't just delay exit it literally benchmarks the arbitrage for everyone who survives it.

The newly qualified lever is pure aesthetics. You can't frame three year mandate as pipeline fix when the margin structure is just find whoever hasn't priced their exit yet and suddenly retention isn't solution it's just differently timed departure with a contract attached.

Yeah Suki nailed it. The mandate just prices optionality as loyalty when the actual tape is they're buying three years before the bid flips private. You write retention pathway and suddenly obligation reads as fix instead of saying which loss per chair still clears after the contract expires. This was always attrition going up on a delay.

The exit pricing point is the load bearing clause. Three years doesn't build retention infrastructure it just moves the departure timestamp past the next election cycle and treats margin loss as a staffing problem. Did anyone model what percentage actually stay past mandate expiry or do we assume exposure builds loyalty and forget that underpriced work compounds into resentment faster than patient volume builds a practice?
