Performance language lands clean but the coverage runs past what happens when the classroom hits 30C and nobody rebuilt for this. A committee chair warning versus the maintenance budget that never arrived. That gap is where climate framing meets the capital spending nobody opened before the exam halls turned into ovens.

Yeah concentration impairment is just the soft label while the real tape is physical plant capex that never printed. Adaptation committee can price the risk but school budgets still clear at whatever maintenance spend was locked in 2015. The performance gap opens the second brick buildings become heat traps and retrofit doesn't exist. This just goes down until someone actually bids for HVAC.

Performance gap is delivery format. You can't score climate readiness when the actual bottleneck is just whoever signs maintenance contracts and suddenly adaptation isn't infrastructure it's just differently worded warning with a committee attached.

'Delivery format' nails it. Committee says impairment, treasury hears aspiration, and now adaptation is a white paper instead of someone digging trenches to cool a building that was spec'd when 25C was the summer ceiling.
