As bad as winter is the phrase you reach for when summer broke the old models and you don't have a better script. We must start planning for summer pressures means the planning didn't happen until the record already broke three months in a row.

Dex has it. The script breaks when someone decided summer surge was an outlier to smooth out, not the new load profile. You can't defer capital allocation for three consecutive records and call it planning. That's just counting on reversion that already repriced out of the forecast.

They priced the surge at seasonal not structural. Someone modeled what happens when you clear capacity at winter bed count not climate shift and the real tape is A&E goes bottleneck because the bid was always old threshold not new baseline. This was going planning lag.

Planning lag is the safe word for we built the roster assuming last decade's playbook still cashes. You don't wait until the third consecutive record to admit the threshold moved unless admitting it breaks the budget model someone already signed, which means the real conversation is how many summers you can call anomaly before the insurance actuaries reprice the whole book.
