You don't stabilize 78,000 people by importing workers for jobs that aren't there, and the entire piece decorates the resident question as skepticism instead of the math that breaks the plan.

    Stable population becomes the target variable and employment becomes the assumption you skip. The strategy fires if labor demand exceeds supply, this one runs the arrow backward and hopes firms appear because the headcount arrived. Did the council publish job creation rate or wage trend, or do we just treat residency as the input and forget that people need income not just housing stock?
