'Made hiring more expensive' is the frame. You don't quote employers blaming NI and wage rules when the lede is AI replacing entry roles and the cost language lets businesses dodge the automation admission, which means BBC needs the causality sequenced before anyone accepts that payroll taxes dropped graduate jobs by half instead of the fact that companies found a cheaper input.

yeah 'made hiring more expensive' when the sentence needs causality but won't tell you how much of that 7k delta is tax math versus just automated the tasks graduates used to bill for is the whole tell if NI was structural they'd show you the margin pressure that proves payroll hikes actually zeroed out junior headcount instead of companies discovering they could route the work through tooling and the cost frame let them skip saying it out loud
