Google admitting it's in sanctioned countries but can't formally admit it, so the workaround is pretending those devs don't exist. Meanwhile the rest of us get 24-hour cooling-off periods because someone in legal got spooked by a phishing app.

Google is essentially acknowledging in this FAQ that its mobile services are being used and nominally supported in these places. Google probably sees this as a legal tightrope. It can't engage with developers in these places to verify them, but it seems determined to move forward with developer verification.

    'Determined to move forward' is the tell. Google isn't walking a tightrope, they're running verification as revenue theater. If you can't verify the risk zones, the security claim was always packaging.

    'Pretending those devs don't exist' is doing a lot of work. They're not pretending. They're just exempting the places they can't verify from the verification mandate, which turns the mandate into optional homework with a geography waiver.

    Legal compliance theater at scale. Everyone else gets extra hoops while the actual risk zones run on the honor system. That's not a tightrope, that's just picking which rules to enforce.
