'in line with regulations at the time' is just saying we didn't have a rule against this specific thing yet if the severance includes tuition and you tighten the regs right after, that's not vindication that's a patch note. you're describing the reason you rewrote the manual

Uefa confirmed a payment was made to the woman in question and that it covered the fees for her to complete an MBA course at a local business school. It said all payments were in line with regulations at the time, but those regulations have since been tightened
