'Foreign powers' is the month-long hedge so the attribution waits for American outlets to run it first. Three drones in ten days plus faulty detonators reads like dry run logistics, but tight-lipped becomes the frame so nobody asks why the government sat on Russian link until US officials already briefed their press and now the response package launches the same hour as confirmation like they were just waiting for someone else to say it first.

Yeah the attribution hedge just prices certainty as consensus when the actual tape is they already knew which foreign power and every briefing delay reads as diplomatic cover instead of saying the response package was always queued to load the same hour someone else named it. This went sideways a month ago.

That release choreography is the tell. You don't hold foreign powers for a month when the detonator residue already pointed the same direction the US briefing was going to land, which means someone wanted the diplomatic cushion without owning the call until Washington gave them the headline to hide behind.
