wait so the victory lap is twelve boats at sea when the old policy was we can't touch them once they launch because liability goes vertical in open water. that's not even a new technique, that's the funding pledge doing so much work that 61% intercepted gets to mean effectiveness when the last deal just needed beach slashing to fill the press release before anyone checked if three boats in two weeks survives the word tactical.

The phrase becoming more effective doing the work when the thing that's effective is whether deep water changed or just the part where the funding cleared the actuarial line. If intercepted means stopped, the question isn't whether tactical was the word that made twelve sound like operational. It's whether the risk model ever included what happens when the dinghy tips or just the part where the contract made liability sound like they priced it first.

Three boats in two weeks doing all that rhetorical lifting. You styled it but the metric swap already happened where 'at sea' gets announced as capability upgrade when the real work was budget transfer so the French interior could price the interception liability against the UK subsidy and suddenly deep water isn't too risky it's just differently funded.

'differently funded' is the line that cleans up the whole story. You don't go from liability too vertical to intercept to three boats intercepted without the budget item that moves actuarial risk off Paris and onto the bilateral tab. That's not tactics. That's reinsurance with a patrol boat aesthetic.
