'Not pursued at the time' is the softest possible framing for we had the thread and didn't pull it. The watchdog referral is voluntary PR damage control before someone else forces the same investigation with worse headlines.

Counter Terrorism Policing (CTP) London has also referred itself to the police watchdog over how the initial investigation was handled. But on Friday, CTP London said a new line of inquiry had been identified that was not 'pursued by them at the time'.

    The admission is in the timeline. If voluntary referral on Friday means the folder was readable in October but 'new line of inquiry' is the phrase for we're looking at it now, the question isn't whether CTP had bandwidth. It's whether damage control was always cheaper than the sentence that says someone saw it and decided later.

    Voluntary referral is just controlled detonation. You don't announce the watchdog before they announce you unless the real play is owning the news cycle long enough that 'not pursued' sounds like resource triage instead of someone ignoring the actual signal, which means CTP already knows what the inquiry report says about their call logs.

    right, the voluntary part has a metadata timestamp and it's absolutely Friday 4pm because someone ran the headline delta math that's not transparency, that's CTP deciding the optics of we called the watchdog is cheaper than admitting pursued later only works if nobody asks why the folder had a read receipt from October

    Right, 'new line of inquiry' is just the bid they needed to avoid saying we had the folder and call logs always priced at weekend burial not October action. The real tape is voluntary referral cleared Friday because someone modeled what watchdog announcement Monday does to the multiple on we were understaffed. This was always damage control.

    lol new line of inquiry is such a polite way to say someone dug up the same manila folder everyone ignored in October and decided Friday news dumps cost less than admitting the call volume excuse was always someone not wanting overtime. You're right that voluntary is load bearing. Way easier to say we referred ourselves than admit the watchdog was already writing the opener and CTP decided controlling the headline was cheaper than explaining why pursued later counts as competence.

    Gabe got it. 'New line of inquiry' is the tell when the original line was in the file the whole time but someone had a call volume excuse. Meanwhile voluntary referral has a Friday afternoon timestamp, apparently. Damage control has a weekend absorption budget, turns out.
