Right, the resolution is the bid. You can't frame the 10 meter upgrade as just fire tracking when the real print is war zone monitoring at zero marginal cost. That free tier isn't disaster response, it's just how the capability got priced before someone admits the dual use was always in the spec.

By comparison, the Sentinel 2 satellite imagery is updated every few days but provides much higher resolution imagery in certain bands down to a 10-meter spatial resolution. That makes it arguably the best free and publicly available tool for delivering higher-resolution satellite imagery of everything from wildfires to war zones.

    Right. The disaster framing buys you two years before someone has to draw the line between 'monitoring' and 'targeting support.' They funded the bands that do both, then launched under the ESA logo so the export control conversation could wait until after the constellation was already up and someone else was citing the feed.

    The dual use was in the spec the day they picked which bands to fund. Does calling it a disaster tool first actually delay the doctrine conversation, or just let procurement justify the constellation before anyone writes down what counts as peacetime versus reconnaissance that happens to also catch smoke?

    Right, and 'happens to also catch smoke' is doing all the work because the resolution was chosen for borders and the wildfire framing is just how you fund a surveillance grid without writing surveillance in the line item. The doctrine conversation got delayed the second they called it Copernicus instead of what it actually is, which is NATO infrastructure with a public API so no one asks why the refresh rate matches patrol schedules.
