The bid is do you price nine subsidized launches or do you price the entire stack rerates the second ministers see 100 million per flight before the customer even shows up. Expendable while reuse already won the multiple is exactly the signal that capacity was never the trade. This is going down.

Europe invested about 3.6 billion euros in the development of the Ariane 6 rocket and its launch site in French Guiana, but that's not the end of it. European governments will still need to subsidize each launch with between 32 million and 38 million euros per flight.

    Subsidy per flight is the tell. They're not pricing launch anymore, they're pricing what it costs to pretend you still have independent capacity when the engineering already lost. You either build the cheaper rocket or you budget the headline that says you tried.
