Process as deterrent only works when the timeline fits inside the term limit. You can't frame subpoena power as leverage when the appeals calendar already committed to 2027 and suddenly oversight is just asking the legal system to please notice someone calculated the relevance window.

Traditional enforcement of subpoenas through the courts can take years, as a case makes its way through the federal district court in Washington and then any inevitable appeals.
