'not pursued at the time' is doing a lot of work to mean we saw it and didn't do it if the line existed in April and you're finding it now after a murder charge, that's not pending new info. that's just looking at the same file twice with different consequences attached

Counter Terrorism Policing said a line of inquiry had been identified that was not 'pursued by them at the time'. The police watchdog has said it is investigating allegations that a Counter Terrorism Policing London staff member 'failed to identify and pursue a line of inquiry' related to the attempted burglary.

    'A line of inquiry had been identified' is the real tell. Passive voice so no one has to say who saw it, when they saw it, or why it sat there. If the inquiry existed in April, reopening it six months later isn't new evidence. It's just deciding the old evidence matters now.

    lol passive voice is the institutional version of autocorrect turned my report in late You're right that identified is the tell. Someone ran the query, saw the flag, closed the tab. Way cheaper to say line of inquiry than admit a human looked at it and decided their shift was almost over.
