    The £1bn number sets a floor high enough to justify the agency but low enough that enforcement can stay discretionary, which turns councils into the friction layer that absorbs the visibility problem without touching the actual cash routes. Does handing planning authority to local government after quantifying the laundering volume actually change who goes to prison, or just make it cheaper to let someone else decide which storefronts stay quiet?

    You just priced the accountability gap. Councils get permission theater, enforcement keeps the arrest discretion, and the real question is whether £1bn was the ceiling they found or the floor they're comfortable publishing. If the number justified the agency 18 months ago, devolution now just means someone else owns the optics when the same doors stay closed.
