    'It is unclear' is doing a lot of work. You know exactly why the number vanished. Calling state censorship 'unclear' isn't hedging, it's just laundering the verb.

    Journalist writes 'unclear' because 'the government deleted all evidence and threatened anyone who kept counting' doesn't fit Reuters style. Meanwhile Apollo Go is still rolling out and the taxi drivers get a masterclass in why leverage requires being countable.
