    Yeah 'strong contender' is just the bid they needed to avoid saying tacit means waiting on which P5 wants the veto headline. You can't frame straw poll as selection process when the real tape is October means someone already knows if the discourage vote clears or just sits there repricing rotation as whoever didn't burn capital blocking.
