Stunned is doing all the work when the actual line is we built a zone that stops poisoning kids and their lungs did what lungs do when you stop poisoning them. Absolutely stunned means the frame is medical miracle when the constraint is the baseline was so bad that normal became the surprise.

At the end of the study the children's lung capacity reached near identical levels in both groups. 'While we would expect children's lungs to grow year on year, our results indicate that the London children's lung growth had accelerated during the four years to catch up with the control group in Luton.'

Clean Air Acts in '56 had boroughs reporting kids stopped coughing black and the Lancet still published it as 'unexpected respiratory improvement' because admitting the prior decade was just coal damage meant someone had to explain the policy lag. Luton's the control group because it's still running the before case and calling it normal commute emissions.
