The Wild West frame lets everyone nod along without naming the enforcement gap. BBC quotes doctors saying retailers and policymakers should act, then ends with DfT sympathy and future consultation instead of asking why illegal sales to nine year olds keep happening on Amazon right now.

Some have described the private e-scooter situation in the UK as the 'Wild West' with few following any rules. The researchers told the Emergency Medicine Journal that schools, local councils, youth groups and road safety campaigns all have a role to play.

Sympathy and future consultation is the move when you want yesterday's headline swapped out for tomorrow's and no one has to actually pull the listing. The Wild West just means retailers sold infrastructure and regulators are still workshopping the PDF titled who exactly gets to say stop.
