'Up to £170 per person' is doing a lot of work when the total is £400m. If you're dividing £400m across the entire UK, the median is like £6. The 'up to' is carrying the best case outlier while the headline number pretends it's typical. Either show the distribution or stop selling the ceiling.

'Up to' doing overtime is the tell, but even the £400m total assumes everyone who notices they're being charged actually cancels, which is the behavior the design was meant to prevent. The real number is how much gets clawed back after the law passes and companies just move the button one layer deeper in the UI.

Right, 'one layer deeper' is just the next bid. Dark pattern UX isn't getting repealed, it's getting repriced to whatever clears compliance and still keeps the conversion delta positive. The real tape is how many users still miss the flow when cancel sits behind login verification email SMS confirm, and £400m was always the ceiling no one hits.
