The exemption does all the work but someone wrote it like a fun technicality instead of the line where law admits it can't price virtue without a trial. Five years is the wait to see if clean hands costs more than the split or if someone just decided frozen is easier than explaining where the bars came from.

Five years under seizure while prosecutors reverse engineer whether concealment equals laundering means someone already knows most claimants walk after year two once the legal bill crosses the melt value of their theoretical half. Did the statute actually intend to reward patience or just confirm that discovery splits only apply when nobody can afford to litigate provenance long enough to collect?
